Florida Power & Light filed a four-year rate plan for 2026 through 2029 on February 28, 2025, asking for $1.545 billion more in base revenue in 2026 and $927 million more in 2027. FPL's own estimate put the typical 1,000 kWh residential bill in most of Florida at $142.37 in 2026, up from $134.14 (about 6.1%), and FPL cited customer growth, new solar and battery capacity and higher equipment costs. In August 2025 FPL settled with several customer groups for $945 million in 2026, and the Florida Public Service Commission approved the settlement on November 20, 2025, with a 10.95% return on equity. FPL says the typical bill rose $2.50, or about 2%, to $136.64 when new rates took effect January 1, 2026; the Office of Public Counsel opposed the deal, and in April 2026 the commission refused to reconsider, sending the challenge to the Florida Supreme Court.

Who sets FPL's rates
FPL is investor-owned, so it can change its base rates only by filing a rate case with the Florida Public Service Commission. The commission holds hearings and takes public comment before it rules, and it usually approves less than the company asks for. Fuel and other pass-through charges can change between rate cases.
