Appalachian Power filed its 2026 biennial review with the Virginia State Corporation Commission on May 29, 2026, asking for about $61.4 million more in base revenue a year, a 3.3% increase in overall revenue, with a 10.5% return on equity versus the 9.75% now allowed. Cardinal News reports this would add $9.10, or about 5.4%, to the monthly bill of an average residential customer using 1,000 kWh. The company cites inflation, distribution and generation investment, higher capital costs, tree trimming and storm recovery, and says securitizing plant and storm costs kept the request $8.38 a month lower than it would otherwise be. Commission staff instead recommended a $5.5 million base-rate decrease; the evidentiary hearing starts October 20, 2026, the order is due by January 15, 2027, and new rates could start no earlier than March 1, 2027.
